On Friday, The Telegraph published a story headlined "Study: Government flaunts information law requirements / Think tank says about 75 percent of agencies breaking federal rules."

Here's how the story by Robert Tanner of The Associated Press opened:

Federal agencies have dragged their feet on implementing a 10-year-old law that requires them to use the Internet to make government documents easily available, a study says.

The result is the public is blocked from easier access to information, the report says, and the cost of answering information requests is driven up.
