New Hampshire Public Television’s ``Outlook’’ program returns from a summer hiatus with its twice-a-week format coming from the New Ham Beth Carroll continues to host the weekly talk show that will air on Sunday mornings at 9 and be rebroadcast Monday nights at 7.
